The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is seeking a WHRD Window Protection Assessment Specialist to support an internal review of protection and verification processes under the Women’s Peace and Humanitarian Fund (WPHF) Women Human Rights Defenders (WHRDs) Window.
This is a home-based, part-time individual consultancy for an experienced professional with expertise in protection, women’s rights, humanitarian settings, evaluation, grant management and Women, Peace and Security.
The consultant will review processes used by WPHF’s international NGO partners to provide urgent protection support to women human rights defenders working in conflict and crisis settings.

The consultancy will assess the Safety Net Stream of the WPHF WHRDs Window, including application verification, protection support, financial transfers, safeguarding, case management and closure processes.
The assignment will cover the period 2022–2025 and involve consultations with eight international NGO partners.
The successful consultant will also help strengthen assessment tools, protection guidelines and capacity-building approaches for WPHF staff and partner organizations.

🎯 Key Responsibilities
The consultant will be responsible for several major areas of work.
1. Inception and Review Planning
The consultant will develop an inception report covering:
- Review objectives and expected outcomes
- Detailed methodology
- Document review approach
- Key informant interviews
- Ethical and “do no harm” considerations
- Workplan and timeline
- Interview guides
- Data collection tools
- Updates to the internal INGO assessment tool
2. Document and Process Review
The consultant will review relevant WPHF documentation and operational systems, including project documents, annual reports and partner reports.
The assignment will map the complete process from application referral through:
- Verification
- Protection assessment
- Approval or rejection

- Case closure
The review will identify strengths, bottlenecks, inconsistencies, operational risks and opportunities for improvement.
3. Consultation With INGO Partners
The consultant will consult with all eight international NGO partners involved in the Safety Net Stream.
The review will examine areas such as:

- Protection risk assessment
- Safeguarding
- Confidentiality

4. Finalize the INGO Assessment Tool
The successful consultant will work with WPHF to review and co-design an assessment tool that can be used to assess existing and future INGO partners.
The consultant will also support the first round of INGO assessments.
5. Develop Protection Guidelines
The consultant will develop practical protection guidance for consistent implementation of the Safety Net Stream.
The guidance will cover the process from receiving proposals through the closure of individual grants to WHRDs.
The guidelines will also support capacity-strengthening sessions for INGO partners and WPHF staff.
6. Prepare Summary Recommendations
The consultant will produce a summary paper highlighting:
- Key findings
- Recommendations
- Protection guideline improvements
- Capacity-strengthening opportunities
- INGO partnership management considerations
- Efficiency improvements

🎓 Who Can Apply?
Applicants must meet the required professional and academic qualifications.
Education
Applicants should have:
- A Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development or a related field.
A first-level university degree combined with two additional years of qualifying experience may be accepted instead of an advanced degree.
A project or programme management certification such as PMP®, PRINCE2® or MSP® is an advantage.
