Background and Purpose of the Assignment
The Senior Consultant will support the successful rollout of the Education Outcomes Fund in Lagos State. The role focuses on ensuring timely achievement of programme milestones, strengthening stakeholder engagement, and supporting the sustainability of outcomes-based financing within public education systems.
The consultant will work closely with key stakeholders, including Lagos State Universal Education Board (LASUBEB), Local Government Area departments, the Federal Ministry of Education, evaluators, donors, and implementing partners. The Request for Proposal (RFP) is expected to launch in February 2026, with implementation running through 2030.

Scope of Work
The consultant will provide strategic, technical, and operational support across governance, implementation oversight, stakeholder coordination, and evidence generation. This includes supporting procurement, contracting, delivery, evaluation processes, and alignment with government education priorities.
Key Deliverables and Responsibilities
Programme Oversight and Reporting
- Develop and maintain milestone tracking tools, risk registers, and performance summaries.
- Produce milestone reports, risk register updates, and detailed summary reports by September 2026.
Governance and Decision Support
- Prepare and facilitate two formal governance meetings with government, evaluators, and grantees.
- Develop two technical guidance slide decks to support decision-making and problem-solving.
Stakeholder Engagement
- Support bi-monthly engagement with LASUBEB and provincial stakeholders.
- Produce regular contact and engagement reports documenting decisions and follow-up actions.
Capacity Building and Workshops
- Facilitate two multi-day technical and planning workshops on governance, evaluation design, and sustainability.
- Produce workshop materials and feedback summaries.
Monitoring and Site Visits
- Conduct two site visits within Lagos State and engage local stakeholders.
- Produce detailed visit reports outlining progress, risks, and recommendations.
Strategic Analysis and Sustainability
- Draft a 30-page Strategic Intelligence Report analyzing education policy trends, government dynamics, and opportunities for scaling outcomes-based finance.
- Co-develop a Phase 2 sustainability proposal, including scale-up scenarios, system integration, and costing frameworks.
Visibility and Knowledge Sharing
- Produce visibility briefs, an end-of-year summary, an events and visibility report, and digital content for online platforms.
Advisory Support
- Provide ongoing strategic and operational guidance through participation in multiple EOF programme workshops.
- Produce a comprehensive end-of-year implementation report (15–20 pages).
Travel Requirements
- Two site visits within Lagos State
- Approximately two trips to Abuja for federal-level engagement
Qualifications and Experience
Education
- Bachelor’s degree in Education, International Development, Social Sciences, Project Management, or a related field required
- Master’s degree preferred
Experience and Skills
- Minimum of 10 years’ experience managing strategic development programmes, ideally in Lagos and within the education sector
- Direct experience working with Lagos State or other Nigerian state governments
- Strong experience engaging senior government stakeholders
- Fluency in English required
- Experience with international organizations and innovative financing mechanisms is desirable
- Fluency in Yoruba and Nigerian Pidgin is highly desirable
