📌 Role Overview

The Consultant, Gender Expert will work under the supervision of the Lead Advisor for Outbreaks & Epidemics (O&E) and the Head of the Gender Unit. The consultant will also collaborate closely with African Risk Capacity (ARC) Country Engagement Managers, focusing on integrating gender perspectives into national and sub‑national preparedness and response activities.

This consultancy plays a key role in evaluating and strengthening how gender equality and women’s empowerment are incorporated into policy, strategy and practice within disaster risk management and early action systems across the region.

🛠️ Key Responsibilities

As a Gender Expert, your core responsibilities will include:

  • Inception and Work Planning: Conduct meetings with the ARC team, review existing gender analysis reports, policy briefs and training materials and outline a detailed methodology, work plan and timeline for the consultancy.
  • Monitoring & Evaluation: Lead an in‑depth review of gender action plans and policy integration into national and sub‑national systems. Assess progress, identify gaps and recommend improvements to strengthen gender mainstreaming outcomes.
  • Reporting & Recommendations: Produce workshop reports and M&E deliverables that outline findings, prioritized actions and strategies tailored to real world gender inclusion challenges.
  • Collaboration: Ensure close alignment with national stakeholders, development partners and WFP units to promote sustainable, gender‑responsive approaches in policy and practice.

This role will require a mix of analytical assessment, technical guidance and strategic coordination to ensure gender equality is meaningfully embedded into disaster risk management and outbreak preparedness frameworks.

📚 Required Qualifications & Experience

To qualify for this position, candidates must meet the following criteria:

  • Education: A Master’s degree in a relevant field such as public health, gender studies, disaster risk management, climate change, environment, sustainable development, or a related discipline.
  • Professional Experience: At least ten (10) years of progressively advanced experience at international and national levels in gender mainstreaming, public health strategy development, inclusive policy planning and/or related areas.
  • Technical Skills: Strong expertise in research, analysis and writing, particularly as it relates to gender equality, gender policy implementation and integration with disaster risk management systems.
  • Language Proficiency: Excellent written and verbal communication skills in either English or French are required.

This combination of skills ensures that the successful candidate can navigate complex policy landscapes, engage with diverse stakeholders and deliver actionable insights that influence gender transformation across programmes.
