UNICEF is seeking a qualified Consultant to support the management and coordination of a CDC-funded Cooperative Agreement (CoAg) under the Programme Group – WASH Section.

Background and Purpose of the Assignment

UNICEF currently manages several Corporate Agreements (CoAgs) with the U.S. Centers for Disease Control and Prevention (CDC).

The consultant will support third-year implementation and coordination of CDC-funded projects, working closely with UNICEF headquarters, regional and country offices, and CDC technical and administrative teams.

The work will cover:

  • Risk Communication and Community Engagement (RCCE) for Mpox (Monkeypox)
  • Maternal, Newborn and Child Health (MNCH)
  • WASH in public health emergencies
  • Cholera and Ebola response projects

Reporting and Supervision

  • Supervisor: WASH Specialist – WASH in Emergencies & Fragile Contexts
  • Overall Guidance: Associate Director of Health (Principal Investigator for the CoAg)

The consultant will collaborate with:

  • Public Partnership Division (PPD)
  • Division of Financial and Administrative Management (DFAM)
  • CDC technical and administrative counterparts

Key Responsibilities and Deliverables

1. Cooperative Agreement Coordination

  • Prepare 12 monthly CoAg summaries and update SharePoint records
  • Participate in monthly coordination calls with the Principal Investigator
  • Conduct regular follow-up meetings with CDC and country offices
  • Submit 4 quarterly technical and financial updates to CDC
  • Coordinate virtual site visits when requested
  • Maintain a master project tracking list, updated monthly

2. Annual Reporting

  • Coordinate and compile the Year Three Annual Report
  • Collect inputs from country offices and submit by CDC deadline

3. Carryover and Funding Requests

  • Prepare carryover requests from:
    • Year 2 to Year 3
    • Year 3 to Year 4
  • Consolidate justifications and documentation in line with CDC requirements
  • Support requests for fund redirection or approvals when needed

4. Proposal Development

  • Coordinate development of:
    • Project narratives
    • Budget narratives
    • Cover letters and budget summaries
  • Submit the Non-Competing Continuation Application for Year Four
  • Revise and resubmit proposals based on CDC feedback or budget revisions

Required Qualifications

Education

  • Degree in Public Health, Civil Engineering, WASH, or a related field

Experience and Skills

  • Minimum 5 years of professional experience in humanitarian WASH programming
  • Strong understanding of WASH interventions in public health emergencies
  • Experience working in emergency or fragile contexts
  • Proven project coordination and organizational skills
  • Experience with CDC-funded or donor-funded projects is an asset
  • Ability to manage multiple stakeholders independently
  • Strong written and verbal communication skills in English
  • Flexible, proactive, and able to work in a fast-paced environment
